Your views
on the areas where we are expected to finish the work outlined in the
Summit Outcome document will be of particular interest: primarily, the
Peace Building Commission, the Human Rights Council, terrorism, and
Security Council and management reform. As I indicated at the opening
of the 60th session, once we have absorbed all the contributions from
the General Debate, I plan to present an outline of work for the year
ahead related to Summit follow-up. At that point, I also intend to share
with you some thoughts on the revitalization of the General Assembly.
AFGHANISTAN

The Government
of Afghanistan welcomes the proposal adopted in the Outcome
Document with regard to the establishment of a Peace-Building Commission.
As a
country emerging from years of conflict, Afghanistan fully realizes
the need for a
coordinated, coherent and integrated approach to post-conflict peace-building.
My
Government also supports the decision taken for the Commission to begin
its work by no later than 31 December 2005.

Some states
are at risk of becoming zones of lawlessness, in which terrorist and
criminal activities can thrive. The uncontrolled exploitation of natural
resources can be a breeding ground for criminal networks or conflicts
- often with an ethnic connotation - where large numbers of weapons
can circulate without restraint.
These states
have to find the way back towards peace, stability, and the rule of
law. They have to take charge again of their own future and, little
by little, regain a perspective of development. This is not an easy
task. The challenge is huge. Quasi- simultaneously, we need to rebuild
the state institutions, disarm the combatants and give them new perspectives,
reintegrate them in communities that are often impoverished, reorganize
the armies and security forces, and give the State the means to reestablish
its authority, organize elections, and create conditions for development.
We have
to help them to break the vicious circle in which they find themselves,
and to regain their place in the community of nations. In this respect,
the establishment of a Peace Building Commission is crucial. The creation
of this Commission does not only illustrate our common will to help
these states on their path to recovery. It also and foremost allows
us to better coordinate and focus our efforts in this matter. The political,
humanitarian, military and financial means must be mobilized and used
in an efficient way that will benefit our common goal.
This is
particularly true for the sub-Saharan African countries that are battered
by deadly and prolonged conflicts of which the civilian population is
the first victim.
The creation
of this Commission generates great hopes. It is our common responsibility
to make it a success. Belgium wants to actively contribute, for example
by sharing its experiences in the transition processes in DRC and Burundi.

The establishment
of the Peacebuilding Commission is one of the main successes of this

of the World Bank and of the International Monetary Fund can contribute
to the effectiveness of the Commission.
In a reflection
of our Latin American identity and an awareness of the responsibilities
imposed by the global society, we are participating in the United Nations
Stabilization Mission in Haiti (MINUSTAH). We are convinced that this
joint commitment, strongly regional in nature, has been helpful in enabling
this country to recover the ability to control its own destiny. This
will undoubtedly require the continuing presence of the international
community. The elections are an important step, which Haiti should take
on schedule. However, voting is only the basis for self-determination.
We must continue helping to create the prerequisites for a more dignified
future for the Haitian people.
Haiti can
be the first trial run for the Peacebuilding Commission.

During
this session, we must give equal emphasis to the Human Rights Council,
the Peace-building Commission, the Comprehensive Convention on Terrorism,
and the reform of the Security Council. We deem necessary to revitalize
the Ad Hoc Working Group on Security Council Reform with the view to
formulate, jointly, a consensus solution.
In the
coming months, the General Assembly should devote itself to the establishment
of the Peace-building Commission. In our view, this new commission should
be a subsidiary body of the General Assembly, maintaining an adequate
functional relationship with the Security Council. Its membership should
be elected and it should be open to all States that contribute effectively
to peace. We are therefore against the Permanent Members of the Security
Council automatically becoming members of this new commission. Such
an unjustifiable privilege would be an additional example of the cascade
effect. Similarly, we are against extending the right of veto to the
work of the new commission. We believe that it should apply the rules
of procedure of the General Assembly in its decision making.

Let us
move now to the details without delay. Let us move forward in assisting
developing countries achieve the Millennium Development Goals (MDGs),
let us operationalize the Peace Building Commission and the Human Rights
Council, let us introduce the required processes to strengthen Secretariat
management.
Croatia
has taken an active interest in the negotiations on the Peace Building
Commission. It is clear that such an intergovernmental body is needed
to fill a void in the United Nations system.. While the expertise of
the United Nations in peace keeping is undoubted, the challenges of
building and entrenching peace are different.
We have
argued for the inclusion in the membership of the Commission of countries
with national experience in peace building. We are pleased that this
position has been reflected in the Outcome Document. The inclusion of
small states which have, by their own experience, spanned the transition
from conflict to relief and then development will add an important dimension
which would be absent if the Commission was constituted solely by large,
wealthy or powerful states.
The Peace
Building Commission should assist states to develop and strengthen their
key governance institutions and assist local authorities in creating
the conditions for sustainable development, including economic growth.
It should always ensure that the process is one which is driven by the
state concerned and the key stakeholders within it. If internal conflicts
can be quelled and prevented from reoccurring then we are creating the
conditions for a safer world.

strategies for post-conflict rehabilitation and recovery. But we also

commission should be fully representative of the countries that have
been or are the most directly affected by the conflicts. Also, given

The latest
proposal for an advisory Peace-Building Commission is a welcome one

The role

Mr. President, has been an important part in this system. Indeed, the
success of the peace-keeping missions in such places as Timor-Leste
has been one of the proudest achievements of the UN in the recent years.
However, there have been failures, as well as cases of the fragile peace
being overtaken by the resumption of conflict. Shameful misconduct by
some PKOpersonnel in certain missions has added to the sense of disappointment.
Obviously, what is neededis a more structured and extensive mechanism
to make the peace more durable and consolidate thegrounds for post-conflict
reconstruction. In this regard, my government welcomes the decisiontaken
at the High-Level Plenary to establish a Peace-building Commission (PBC).
We hope to play our part so that effective peace-building will become
an important part of the UN's role for peace and security around the
world. This is very much in line with our past and current participation
in the efforts to restore peace in many challenged areas of the world,
including in Iraq where we are helping the Iraqi people to build a democratic
and prosperous country.

no repaired road or bridge, or school or health centre in the countries
where they have been deployed. These resources could be better spent
in order to create lasting peace and stability.
We must
however ensure that this Commission does not become another bureaucracy
that is difficult to access and out of touch with the realities in countries
emerging from conflict. It should take a long-term approach to post-conflict
recovery, and change the current practice where short-term approaches
to longstanding conflicts mean that we apply mere `band-aid' solutions
to highly complex situations.
The Commission
should consult actively and widely with the countries affected and those
countries that have successfully emerged from conflict in the recent
past. It must also ensure local ownership of solutions and outcomes,
so that its work can be sustainable.

The creation
of the Peace Building Commission will be in consonance with the views
expressed by my President five years ago when, from this rostrum at
the Millennium Summit, he spoke about the imperative of adaptation by
the United Nations. He pleaded with the United Nations to continue to
adapt and equip itself to deal with the perennial problems and new manifestations
of human insecurity and underdevelopment. He also spoke about some of
the ways in which Sierra Leone had tested the capacity of the United
Nations to adapt itself to respond to local and global challenges.
Today,
the Organization is preparing to transform its peacekeeping functions
in Sierra Leone to meet some of the post-conflict needs of the country.
This is a landmark decision that could serve as a model for effective
coordination of strategies and programmes between the United Nations,
its agencies and programmes and organizations and development partners
in countries emerging from conflict.
We note
with interest that the architecture and plans for the operation of the
new integrated office were based on close and extensive cooperation
between relevant departments of the United Nations Secretariat and various
UN agencies and organizations comprising the Country Team. Sierra Leone
hopes that this process of consultation and cooperation will continue.
We urge the new UN Mission to work closely with existing national institutions
and other initiatives that we have set up over the last five years to

was very much in favour of the proposal to set up a Peace Building Commission
(PBC). Experience tells us that we must not rush to leave a country
that has just seen the end of a conflict, simply turning our backs to
the whole situation. Our recent history gives us several bad examples.
What is called for is an institutional mechanism to cater to the particular
needs of countries, accompanying them during the post-conflict period
on their way to reconciliation, renewal and reintegration. We must strengthen
our efforts with a view to setting up an effective Peace Building Commission
in the shortest amount of time possible. The Outcome Document lays down
clear parameters and also a timeframe for its coming into existence.

There is
no doubt about the necessity of institutional reform of the UN, its
General Assembly, the Secretariat, the Security Council and the Economic
and Social Council – a reform that will lead to a more efficient
operation of the entire system. Slovenia also welcomes the decision
on the establishment of a Peacebuilding Commission, which is to conduct
the post-conflict activities of the international community; this area
is evidently among the most salient deficiencies in the international
community's endeavours.

Solomon
Islands supports the proposed setting up of the United Nations Peace
Building Commission. The Commission has a difficult and important role
to assist countries coming out of conflict situations to reintegrate,
reconstruct and rebuild state institutions to sustain peace, security
and economic stability. In this light, the Regional Assistance Mission
to Solomon Islands (RAMSI) is a shining example, in which the Commission
can draw lessons from. This demonstrates that with courage and determination,
the principles and institutions of democracy and human rights can be
safe guarded and protected. The two prong approach of law and order
complimented with economic security in the spirit of true partnership
will allow the opportunity for peace to prosper. Solomon Islands also
welcomes the concept of responsibility to protect populations from genocide,
war crimes, ethnic cleansing and crimes against humanity as contained
in the Summit Outcome document.

many people in war-torn countries have experienced fragile peace relapsing
into new conflicts. With the establishment of the Peace Building Commission
the United Nations is better equipped to build peace in war-torn societies
and prevent countries from relapsing into war.
To be successful,
the Commission needs to draw on lessons from international peace efforts.
Regional organisations will have important contributions to make. The
Peace wilding Commission needs a well-balanced composition, including
major donor-countries. Let us establish this Commission before the end
of the year. Sweden is ready to do its part, including through swift
financial contributions.

Permettez-moi de me concentrer sur quatre réformes institutionnelles
dans lesquelles la Suisse s'est beaucoup investie :
1. La création d'un Conseil des droits de l'homme ;
2. La réforme du Conseil de sécurité ;
3. La Commission de consolidation de la paix ;
Une autre
réforme institutionnelle importante décidée lors du Sommet est la création
d'une Commission de consolidation de la paix. La Suisse a apporté ses
idées ces derniers mois. Elle salue la création de cet organe, qui porte
sur un aspect essentiel de l'action des Nations Unies et comble une
évidente lacune institutionnelle.
Après un
conflit, les principaux acteurs – institutions, Etats et société
civile – doivent
travailler ensemble à la reconstruction du pays. La mission principale
de la Commission de consolidation de la paix consistera à réunir les
différents acteurs du maintien de la paix, de l'aide humanitaire et
du développement et à définir des stratégies communes d'action.
La Commission
comprendra, parmi ses membres, des représentants du Conseil de sécurité,
du Conseil économique et social, ainsi que des principaux donateurs
financiers et des contributeurs de troupes. La Suisse propose d'inclure
aussi dans les délibérations des représentants des principales institutions
onusiennes concernées. Je pense, par exemple,au Président du Groupe
des Nations Unies pour le développement, au Bureau de coordination des
affaires humanitaires ou au Haut Commissaire aux droits de l'homme.
Il conviendra d'associer également, chaque fois que cela est utile,
des experts de la société civile, du monde académique ou du secteur
privé.
Par ailleurs,
dans la composition de la Commission, il est important d'assurer une
parité entre femmes et hommes.
Le maintien
de la paix, l'action humanitaire et le développement sont des activités
à mener parallèlement, et non selon un schéma rigide, divisé en plusieurs
phases successives. Lors de l'élaboration du cahier des charges de la
Commission de consolidation de la paix, il faudra donc veiller à ce
qu'elle ait la compétence d'adresser des conseils à l'ensemble des acteurs
institutionnels concernés, et cela à n'importe quel moment du processus
de paix et de reconstruction.

that any conflict resolution needs a complex approach. The institutional

of a peace building commission which will contribute to assisting countries
recovering from civil and regional wars, we call for the utilization
of our human cultures and beliefs in the joint efforts aimed at addressing
these challenges. This should include convening an international conference
on combating terrorism and its causes. The conference must provide a
clear definition for terrorism, based on the principles of the UN Charter
and international law, and distinguish between terrorism and the legitimate
struggle of people against foreign occupation. At the same time, we
confirm our support to the proposal presented by the Kingdom of Saudi
Arabia for establishing an international centre for combating terrorism.

The EU
welcomes the Outcome as a whole, but is particularly pleased with progress
in a number of areas: the Summit's headline on the need for more and
better aid, and for development efforts to focus on meeting the Millennium
Development Goals and promoting sustainable development; the condemnation
of terrorism; the detailed mandate for the establishment of the Peacebuilding
Commission; the doubling of resources for OHCHR and the decision to
create the Human Rights Council; the unprecedented recognition of the
responsibility to protect; and crucial first steps towards a reformed
UN Secretariat.
Progress
was made at the Summit. The agreement to establish a Peacebuilding Commission
will make a major contribution to a more coherent and better co-ordinated
international response to the needs of countries emerging from conflict.
It will help prevent conflicts from restarting and encourage countries
to make the transition from violent instability to peaceful, sustained
development. The EU is committed to seeing the Commission established
by the end of the year.
UNITED REPUBLIC
OF TANZANIA

The institutional
and operational requirement to bridge the transitional gap from peacekeeping
to development, in the form of a Peace Building Commission is one of
the main decisions in the current UN reforms. Africa needs the Commission.
It should be operational as soon as possible. The peaceful outcome in
Burundi, Somalia and soon in Sierra Leone and Liberia need a peace building
mechanism during the transition from peacekeeping through reconstruction
to development. The peace processes of both Burundi and Somalia have
had tortuous paths, but finally have peace agreements and transitional
governments. The Peace Building Commission should focus its attention
on both Burundi and Somalia among its priorities.

The United
States welcomes the commitment of all leaders to establish a new Peace-Building
Commission. Now, we must embrace the difficult task of implementing
this vision. A Peace-Building Commission should plan for post-conflict

efforts after the fighting stops. In a world threatened by civil strife,
the United Nations needs to be better prepared to help countries rebuild
in the aftermath of conflict.
