UNITED NATIONS,
H.E. Mr. Kofi A. ANNAN, Secretary-General

... we must get the Peacebuilding Commission up and running. Almost all the key details have now been agreed. Your task in the next few months is to finalize and operationalize the Commission. Mine is to set up a small support office and a standing fund to support the Commission . Let’s each do our part so that the Peacebuilding Commission can begin its work before the end of the year.

PRESIDENT OF THE 60th GENERAL ASSEMBLY ,
H.E. Mr. Jan ELIASSON

Your views on the areas where we are expected to finish the work outlined in the Summit Outcome document will be of particular interest: primarily, the Peace Building Commission, the Human Rights Council, terrorism, and Security Council and management reform. As I indicated at the opening of the 60th session, once we have absorbed all the contributions from the General Debate, I plan to present an outline of work for the year ahead related to Summit follow-up. At that point, I also intend to share with you some thoughts on the revitalization of the General Assembly.

AFGHANISTAN
H.E. Dr. Abdullah ABDULLÄH, Minister for Foreign Affairs

The Government of Afghanistan welcomes the proposal adopted in the Outcome
Document with regard to the establishment of a Peace-Building Commission. As a
country emerging from years of conflict, Afghanistan fully realizes the need for a
coordinated, coherent and integrated approach to post-conflict peace-building. My
Government also supports the decision taken for the Commission to begin its work by no later than 31 December 2005.

ALBANIA
H.E. Mr. Besnik MUSTAFAJ, Minister for Foreign Affairs

Albania believes that the Peace-Building Commission will be a necessary and efficient instrument to develop more coherent, consistent and better founded strategies for sustained political attention to a country as it makes the transition from conflict to sustained development. It would allow the UN to be more effective in galvanizing the work of the international community in this very important aspect and help countries in post conflict situation.

Based on our own experience, we believe that in order for strategies for
the prevention and resolution of conflicts to be successful, they should
be based on a concept as inclusive as possible. In this connection, the
cooperation of the key organs of the United Nations, that is the General
Assembly, the Security Council and the ECOSOC is essential. The
pertinent involvement of international financial institutions as well as the
private and business sectors has proven to be equally fundamental.

For this reason, we support and welcome the decision of the High-level
Plenary to create the Commission for the Consolidation of Peace. We are
ready to work with all partners towards making this organ operational as
soon as possible.

It is also in the light of their practical experience that we welcome the new Peacebuilding Commission. It will provide specific suppo rt to people having to cope with the manifold challenges along the path from war to lasting peace.

One word on women in that context: Creating con fidence in post-conflict societies requires the active participation and deliberate involvement of women. They must become key partners in our peace-keeping and peace-building efforts.

The European Union, as the major donor to post-conflict reconstruction and development, will substantially contribute to the Peacebuilding Commission's work. It should therefore have a pla ce in the Commission.

Some states are at risk of becoming zones of lawlessness, in which terrorist and criminal activities can thrive. The uncontrolled exploitation of natural resources can be a breeding ground for criminal networks or conflicts - often with an ethnic connotation - where large numbers of weapons can circulate without restraint.

These states have to find the way back towards peace, stability, and the rule of law. They have to take charge again of their own future and, little by little, regain a perspective of development. This is not an easy task. The challenge is huge. Quasi- simultaneously, we need to rebuild the state institutions, disarm the combatants and give them new perspectives, reintegrate them in communities that are often impoverished, reorganize the armies and security forces, and give the State the means to reestablish its authority, organize elections, and create conditions for development.

We have to help them to break the vicious circle in which they find themselves, and to regain their place in the community of nations. In this respect, the establishment of a Peace Building Commission is crucial. The creation of this Commission does not only illustrate our common will to help these states on their path to recovery. It also and foremost allows us to better coordinate and focus our efforts in this matter. The political, humanitarian, military and financial means must be mobilized and used in an efficient way that will benefit our common goal.

This is particularly true for the sub-Saharan African countries that are battered by deadly and prolonged conflicts of which the civilian population is the first victim.

The creation of this Commission generates great hopes. It is our common responsibility to make it a success. Belgium wants to actively contribute, for example by sharing its experiences in the transition processes in DRC and Burundi.

The establishment of the Peacebuilding Commission is one of the main successes of this reform, since it will enable the Organization to provide an institutional and integrated response in post-conflict situations. The participation of the World Bank and of the International Monetary Fund can contribute to the effectiveness of the Commission.

In a reflection of our Latin American identity and an awareness of the responsibilities imposed by the global society, we are participating in the United Nations Stabilization Mission in Haiti (MINUSTAH). We are convinced that this joint commitment, strongly regional in nature, has been helpful in enabling this country to recover the ability to control its own destiny. This will undoubtedly require the continuing presence of the international community. The elections are an important step, which Haiti should take on schedule. However, voting is only the basis for self-determination. We must continue helping to create the prerequisites for a more dignified future for the Haitian people.

Haiti can be the first trial run for the Peacebuilding Commission.

H.E. Mr. Marco VINICIO VARGAS, Vice-Minister for Foreign Affairs and Worship

During this session, we must give equal emphasis to the Human Rights Council, the Peace-building Commission, the Comprehensive Convention on Terrorism, and the reform of the Security Council. We deem necessary to revitalize the Ad Hoc Working Group on Security Council Reform with the view to formulate, jointly, a consensus solution.

In the coming months, the General Assembly should devote itself to the establishment of the Peace-building Commission. In our view, this new commission should be a subsidiary body of the General Assembly, maintaining an adequate functional relationship with the Security Council. Its membership should be elected and it should be open to all States that contribute effectively to peace. We are therefore against the Permanent Members of the Security Council automatically becoming members of this new commission. Such an unjustifiable privilege would be an additional example of the cascade effect. Similarly, we are against extending the right of veto to the work of the new commission. We believe that it should apply the rules of procedure of the General Assembly in its decision making.

CROATIA
Her Excellency Ms. Kolinda GRABAR- KITAROVIC, Minister for Foreign Affairs and European Integration

Let us move now to the details without delay. Let us move forward in assisting developing countries achieve the Millennium Development Goals (MDGs), let us operationalize the Peace Building Commission and the Human Rights Council, let us introduce the required processes to strengthen Secretariat management.

Croatia has taken an active interest in the negotiations on the Peace Building Commission. It is clear that such an intergovernmental body is needed to fill a void in the United Nations system.. While the expertise of the United Nations in peace keeping is undoubted, the challenges of building and entrenching peace are different.

We have argued for the inclusion in the membership of the Commission of countries with national experience in peace building. We are pleased that this position has been reflected in the Outcome Document. The inclusion of small states which have, by their own experience, spanned the transition from conflict to relief and then development will add an important dimension which would be absent if the Commission was constituted solely by large, wealthy or powerful states.

The Peace Building Commission should assist states to develop and strengthen their key governance institutions and assist local authorities in creating the conditions for sustainable development, including economic growth. It should always ensure that the process is one which is driven by the state concerned and the key stakeholders within it. If internal conflicts can be quelled and prevented from reoccurring then we are creating the conditions for a safer world.

Denmark favours a holistic approach to peace-building. We believe the UN is well placed to coordinate the international efforts to assist countries emerging from conflict. Our appreciation of the link between security and development in addressing the situations in countries emerging from conflict provides a sound basis for Dominica's support of the proposed Peacebuilding Commission, as an advisory body. It is also based on the particular importance that Africa attaches to the link between security and development in addressing the situations in countries emerging from conflict that Egypt supported the establishment of the proposed Peacebuilding Commission. The activities of the Peacebuilding Commission, however, must reflect the balance among the various mandates of the principal organs of the United Nations. We call for a leading role for both the General Assembly and the Economic and Social Council, together with the Security Council, in the work of the Commission. The Commission must neither become an organ to impose trusteeship on states, nor an instrument to bypass the will and the national priorities of such states. The reacebuilding Commission must always remain an effective advisory body focusing on mobilizing assistance to the countries under consideration in post-conflict situations, in order to enable them to reach their national aspirations for sustainable peace and stability.

GEORGIA
Her Excellency Mrs. Salome ZOURABICHVILI, Minister for Foreign Affairs

We welcome the creation of a Peacebuilding Commission that will develop integrated strategies for post-conflict rehabilitation and recovery. But we also need a more effective framework for moving smoothly from peace making to peace building and thus to develop an all inclusive and coherent strategy where the UN will assume its responsibilities fully. This peacebuilding commission should be fully representative of the countries that have been or are the most directly affected by the conflicts. Also, given the special fate of women and children in the conflict and post-conflict situations, gender representation should be given special attention. "Representation is essential", "Knowledge is key" - as we, women foreign ministers, have mentioned in our letter to the Secretary General and President of the GA..

GERMANY
H. E. Dr. Klaus SCHARIOTH, State Secretary of the Foreign Office

Sustainable peace requires more than merely restoring security. The phase of post-conflict peacebuilding is particularly crucial. The sooner reconstruction can begin, and the better coordinated the peace-making and post-conflict recovery efforts are, the better are the chances of lasting stabilization. H.E. The Honourable Rodolphe INSANALLY, Minister for Foreign Affairs and former President of the General Assembly

The latest proposal for an advisory Peace-Building Commission is a welcome one since there is a clear continuum between conflict and development. Much too often the gains made in conflict resolution are rapidly negated by the lack of accompanying measures to preserve stability and encourage development. Such a Commission, if properly conceived and constituted, can usefully complement and optimize the work of the principal organs of the United Nations.

H.E. Mr. Kassymzhomart K. TOKAEV, Minister for Foreign Affairs

For Kazakhstan, a proposed Peacebuilding Commission is a step in the right direction. As its main mission, it should strive to avert the recurrence of situations when the lack of a peacebuilding strategy results in the escalation of internal conflicts and, ultimately, in states further losing their capacity to perform, in an effective and responsible way, their sovereign functions.

KENYA,
H.E. The Honourable Mwai KIBAKI, President

We strongly support the Secretary-General's proposal to establish 'a Peace-Building Commission and Fund by December 31, 2005. We believe such a peace building commission will contribute to the realization of real peace in many regions. However, it is important that critical questions about form, function and decision-making authority be resolved.

I am convinced that if we are to attain our common objective of revitalizing the United Nations, we should embrace the vision presented by the Secretary-General in his package of reforms. This will require political will and leadership on our part. I, therefore, urge member states to seize this opportunity and endorse proposals on which there is broad consensus. As we contemplate strengthening and renewing our Organization, we should do so for posterity.

Her Excellency Mrs. Rita KIEBER-BECK, Minister for Foreign Affairs

While it may be premature to give a final judgment on the value of the outcome document, one thing can be said with certainty: This document is a reflection of what is agreeable five years after the Millennium Summit. It is remarkable how uneven progress has been in the various areas. Major advances such as the decision to fill an institutional void by creating a Peacebuilding Commission are accompanied by major failures such as the absence of any agreement in the area of disarmament and non-proliferation. We have no choice but to build on the positive elements of the Summit Outcome and to find early solutions to the institutional questions in particular. Progress in these areas should help us to intensify our work and to eventually find agreement on unresolved questions in vital areas such as disarmament and non-proliferation. This way, we can make the Summit Outcome a turning point in the history of the United Nations.

la mise en place de cet organe innovateur qu'est la Commission de consolidation de la Paix ;

THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA

It has for long been a strong position of my country that the respect for these principles, coupled with development, is the best conflict prevention measure and a vital precondition for peace and prosperity. For that reason we see a great merit in establishing a Peace Building Commission. We hope to see it up and running as soon as possible as a functional body that would unify in a single structure various components of the UN system in this sphere.

I trust that a balanced gender representation on the Commission will only lead to its better functioning and bring in added value to peace-building.

Effective post-conflict peace-building constitutes an important dimension through which the international community can give practical expression to the notion of collective responsibility. We strongly welcome the agreement to establish the Peace-building Commission, an agreement which underlines and reinforces the capacity of the United Nations in the area of peace-keeping and peace- building. This is an area of international cooperation where the inter-face between action at the regional and the global levels is critical. The task entrusted to us by the Summit to finalize the modalities of the Peace-building commission by December this year is among the most far-reaching responsibilities of the current session of the General Assembly.

As stated by the President of Mexico in the Summit, we are at "the starting line, not on the finish line". Our task is incomplete and it is therefore urgent to establish a Peace-building Commission; to put into practice the concept of Responsibility to Protect; to establish a Human Rights Council that could make an immediate difference vis-á-vis the double standards and weaknesses that have taxed the reputation of the Human Rights Commission; to begin negotiations regarding the reform of the Security Council with the common purpose of establishing the best collective security system possible, and thus be prepared to face the major threats of today's world.

Indeed, the experience of Mozambique's transition from post-conflict to reconstruction for development, testifies the valuable contribution and impact of the concerted support provided by the United Nations and the international communicty to peace and development efforts.

Regarding the establishment of the Peace Building Commission as an intergovernmental advisory body, we strongly feel that there must be adequate representation by developing countries in the forming of the Organizational Committee. This, we believe, will be instrumental to the UN efforts for affecting sustained recovery and reconstruction and provide guidance and assistance in laying the foundation of lasting peace in the countries emerging from conflict. Its missions, objectives and goals should be clearly defined, equitably represented from among the troops. contributing countries, and adequately funded.

NETHERLANDS
H.E. Mr. Bernard Rudolf BOT, Minister for Foreign Affairs

It is my firm opinion that we achieved important results at our Summit. We created a Peacebuilding Commission and agreed to establish a Human Rights Council.

NEW ZEALAND
Her Excellency Ms. Rosemary BANKS, Chairperson of the Delegation

But we are encouraged by the many significant advances, including recognition of the need for more and better aid, establishment of the Peacebuilding Commission, a doubling of resources for the Office of the Commissioner for Human Rights, and the recognition of our shared responsibility to protect.

New Zealand welcomes the decision to establish a Peacebuilding Commission to help break the cycle of conflict by better coordinating long term international recovery efforts and ensuring sustained political attention is given to those who need it.

We must move swiftly to get the Commission up and running by December this year. We look to you, Mr President, to take the lead in holding consultations to achieve this. The core elements of the framework have already been discussed at length and in detail. With good will and determination, we can surely get agreement within the coming weeks on a package. This should ensure balanced membership and flexible reporting arrangements. We would caution against raising the bar for assistance too high and hope that all States in need of help will be able to approach the Commission.

NIGERIA,
H.E. Mr. Olusegun OBASANJO, President

We strongly support the proposal for the establishment of a Peace Building Commission since this will go a long way in filling a yawning gap in the consolidation of sustainable peace and security in post-conflict countries, particularly in Africa.

NORWAY
H.E. Mr. Jan PETERSEN, Minister for Foreign Affairs

1 therefore welcome the initiative to establish a Peacebuilding Commission to marshal resources, give advice and propose comprehensive strategies for peacebuilding and post-conflict recovery. The situation in Sudan, the Democratic Republic of Congo and other conflict-afflicted regions clearly demonstrates the need for a Peacebuilding Commission. As long as the Security Council remains actively seized of a matter, the Peacebuilding Commission should provide advice to the Council. Norway will contribute USD 15 million to the Peacebuilding Fund.

The role and needs of women should be duly reflected in the establishment of a Peacebuilding Commission. The Commission should contribute to the follow-up of the binding commitments in Security Council resolution 1325 on women, peace and security (2000).

While supporting the establishment of the Peacebuilding Commission, Norway puts great emphasis on the need to maintain and strengthen the activity of the Secretary- General to take initiatives through his good offices.

PAKISTAN
H.E. Mr. Khurshid Mehmud KASURI, Minister for Foreign Affairs

The widely recognized inter-linkage between peace and development has now been institutionalised with the decision to establish the Peace-building Commission. Pakistan is proud that the Peace-building Commission evolved from the concept of "Ad Hoc Composite Committees" which we introduced in 2003. As a major troop contributor to UN peacekeeping operations and, in particular, through our engagement in complex missions, such as in Siena Leone, Liberia, DRC and Burundi, Pakistan has a wealth of experience and expertise to contribute to the work of the Peace-building Commission. We shall take part actively in the discussions to be held in the General Assembly to finalize the details and modalities for the commencement of the Commission's work.

REPUBLIC OF KOREA,
H.E. Mr. BAN Ki-Moon, Minister for Foreign Affairs and Trade

Peace-keeping, Mr. President, has been an important part in this system. Indeed, the success of the  peace-keeping missions in such places as Timor-Leste has been one of the proudest achievements of the UN in the recent years. However, there have been failures, as well as cases of the fragile peace being overtaken by the resumption of conflict. Shameful misconduct by some PKOpersonnel in certain missions has added to the sense of disappointment. Obviously, what is neededis a more structured and extensive mechanism to make the peace more durable and consolidate thegrounds for post-conflict reconstruction. In this regard, my government welcomes the decisiontaken at the High-Level Plenary to establish a Peace-building Commission (PBC). We hope to play our part so that effective peace-building will become an important part of the UN's role for peace and security around the world. This is very much in line with our past and current participation in the efforts to restore peace in many challenged areas of the world, including in Iraq where we are helping the Iraqi people to build a democratic and prosperous country.

REPUBLIC OF MOLDOVA
H.E. Mr. Vsevolod GRIGORE, Chairman of the Delegation

My country welcomes the decision to create a Peacebuilding Commission as one of the main achievements of the Summit. As conceived, this body has a good potential to bring much needed coherence to strategies of post-conflict peacebuilding and recovery, provided that we succeed in making it operational by the end of this year. The establishment of a multi-year standing Peacebuilding Fund, as well as of a small peacebuilding support office within the Secretariat will be the right steps in this direction.

H.E. Mr. Sergey LAVROV, Minister for Foreign Affairs

The success of our concerted efforts to support development will largely depend on the effective work of the Peacebuilding Commission that is yet to be set up. The Commission will be able to achieve the results needed if it becomes more than just another "discussion club" but a mechanism facilitating greater coordination of programmes and projects of all the participants in the development assistance, including the World Bank Group, IMF, regional development banks, other multilateral and bilateral donors and, of course, the receiving countries.

RWANDA,
H.E. Mr. Charles MURIGANDE, Minister for Foreign Affairs and Regional Cooperation

Rwanda, as a country emerging from conflict, understands better the usefulness and strongly supports the plans to establish a Peace-building Commission. We have, indeed, seen the United Nations spend hundred of millions of dollars, if not billions, on peacekeeping missions that leave behind no repaired road or bridge, or school or health centre in the countries where they have been deployed. These resources could be better spent in order to create lasting peace and stability.

We must however ensure that this Commission does not become another bureaucracy that is difficult to access and out of touch with the realities in countries emerging from conflict. It should take a long-term approach to post-conflict recovery, and change the current practice where short-term approaches to longstanding conflicts mean that we apply mere `band-aid' solutions to highly complex situations.

The Commission should consult actively and widely with the countries affected and those countries that have successfully emerged from conflict in the recent past. It must also ensure local ownership of solutions and outcomes, so that its work can be sustainable.

The proposed Peace-building Commission is an excellent institutional response to post-conflict situations. Such Commission should play an important role not only in the resolution, but also in the prevention of conflicts. Moreover, it should find ad-hoc solutions for Countries in transition from totalitarianism or institutional anarchy to democracy.

The Commission should submit recommendations to the Security Council on the measures to adopt to guarantee consistency among peace interventions, economic recovery process, rebuilding of national institutions and public administration, strengthening of democracy and rule of law. Moreover, this Commission should be composed both of Security Council and ECOSOC Members and of Countries directly involved in specific situations.

SIERRA LEONE
H.E. Mr. Momodu KOROMA, Minister for Foreign Affairs and International Cooperation

The creation of the Peace Building Commission will be in consonance with the views expressed by my President five years ago when, from this rostrum at the Millennium Summit, he spoke about the imperative of adaptation by the United Nations. He pleaded with the United Nations to continue to adapt and equip itself to deal with the perennial problems and new manifestations of human insecurity and underdevelopment. He also spoke about some of the ways in which Sierra Leone had tested the capacity of the United Nations to adapt itself to respond to local and global challenges.

Today, the Organization is preparing to transform its peacekeeping functions in Sierra Leone to meet some of the post-conflict needs of the country. This is a landmark decision that could serve as a model for effective coordination of strategies and programmes between the United Nations, its agencies and programmes and organizations and development partners in countries emerging from conflict.

We note with interest that the architecture and plans for the operation of the new integrated office were based on close and extensive cooperation between relevant departments of the United Nations Secretariat and various UN agencies and organizations comprising the Country Team. Sierra Leone hopes that this process of consultation and cooperation will continue. We urge the new UN Mission to work closely with existing national institutions and other initiatives that we have set up over the last five years to tackle post-conflict problems. We have no doubt that the new office will provide a guinea pig for the work of the proposed UN Peace Building Commission, to which we will spare no effort to lend support.

SLOVAKIA,
H.E. Mr. Ivan GAŠPAROVIC, President

Slovakia was very much in favour of the proposal to set up a Peace Building Commission (PBC). Experience tells us that we must not rush to leave a country that has just seen the end of a conflict, simply turning our backs to the whole situation. Our recent history gives us several bad examples. What is called for is an institutional mechanism to cater to the particular needs of countries, accompanying them during the post-conflict period on their way to reconciliation, renewal and reintegration. We must strengthen our efforts with a view to setting up an effective Peace Building Commission in the shortest amount of time possible. The Outcome Document lays down clear parameters and also a timeframe for its coming into existence.

SLOVENIA
H.E. Mr. Dimitrij RUPEL, Minister for Foreign Affairs

There is no doubt about the necessity of institutional reform of the UN, its General Assembly, the Secretariat, the Security Council and the Economic and Social Council – a reform that will lead to a more efficient operation of the entire system. Slovenia also welcomes the decision on the establishment of a Peacebuilding Commission, which is to conduct the post-conflict activities of the international community; this area is evidently among the most salient deficiencies in the international community's endeavours.

SOLOMON ISLANDS
H.E. The Honourable Laurie CHAN, Minister for Foreign Affairs

Solomon Islands supports the proposed setting up of the United Nations Peace Building Commission. The Commission has a difficult and important role to assist countries coming out of conflict situations to reintegrate, reconstruct and rebuild state institutions to sustain peace, security and economic stability. In this light, the Regional Assistance Mission to Solomon Islands (RAMSI) is a shining example, in which the Commission can draw lessons from. This demonstrates that with courage and determination, the principles and institutions of democracy and human rights can be safe guarded and protected. The two prong approach of law and order complimented with economic security in the spirit of true partnership will allow the opportunity for peace to prosper. Solomon Islands also welcomes the concept of responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity as contained in the Summit Outcome document.

Far too many people in war-torn countries have experienced fragile peace relapsing into new conflicts. With the establishment of the Peace Building Commission the United Nations is better equipped to build peace in war-torn societies and prevent countries from relapsing into war.

To be successful, the Commission needs to draw on lessons from international peace efforts. Regional organisations will have important contributions to make. The Peace wilding Commission needs a well-balanced composition, including major donor-countries. Let us establish this Commission before the end of the year. Sweden is ready to do its part, including through swift financial contributions.

SWITZERLAND
Her Excellence Ms. Micheline CALMY-REY, Chief of the Federal Department of Foreign Affairs

Les réformes constitueront un thème central de la 60me session de l'Assemblée générale. Permettez-moi de me concentrer sur quatre réformes institutionnelles dans lesquelles la Suisse s'est beaucoup investie :
1. La création d'un Conseil des droits de l'homme ;
2. La réforme du Conseil de sécurité ;
3. La Commission de consolidation de la paix ;

While the dream of the founding fathers of the United Nations was "to save succeeding generations form the scourge of war", conflicts remain a reality in today's world. For sixty years the United Nations has failed to live up to this expectation. Uganda therefore welcomes the establishment of the Peace Building Commission and a peace building support office. We hope that the December 31st 2005 deadline will be met to enable these vital organs help the United Nations effectively address conflict and make peace more sustainable.

UKRAINE,
H.E. Mr. Borys TARASYUK, Minister for Foreign Affairs

Another matter of significance that should enhance credibility of the United Nations is the creation of the Peace Building Commission. It is evident that any conflict resolution needs a complex approach. The institutional gap between prevention, settlement and post-conflict rehabilitation has to finally be eliminated.

UNITED ARAB EMIRATES
H.E. Mr. Rashid Abdullah AL-NOAIMI, Minister for Foreign Affairs

We also affirm that the challenges of the 21 Century which include poverty, illiteracy, epidemics, deteriorating environment, terrorism and proliferation of weapons of mass destruction are trans-boundary and pose grave threats to all of humanity. Therefore, while we supported the establishment of a peace building commission which will contribute to assisting countries recovering from civil and regional wars, we call for the utilization of our human cultures and beliefs in the joint efforts aimed at addressing these challenges. This should include convening an international conference on combating terrorism and its causes. The conference must provide a clear definition for terrorism, based on the principles of the UN Charter and international law, and distinguish between terrorism and the legitimate struggle of people against foreign occupation. At the same time, we confirm our support to the proposal presented by the Kingdom of Saudi Arabia for establishing an international centre for combating terrorism.

UNITED KINGDOM,
H.E. The Right Honourable Jack STRAW, MP, Secretary of State for Foreign and Commonwealth Affairs

The EU welcomes the Outcome as a whole, but is particularly pleased with progress in a number of areas: the Summit's headline on the need for more and better aid, and for development efforts to focus on meeting the Millennium Development Goals and promoting sustainable development; the condemnation of terrorism; the detailed mandate for the establishment of the Peacebuilding Commission; the doubling of resources for OHCHR and the decision to create the Human Rights Council; the unprecedented recognition of the responsibility to protect; and crucial first steps towards a reformed UN Secretariat.

Progress was made at the Summit. The agreement to establish a Peacebuilding Commission will make a major contribution to a more coherent and better co-ordinated international response to the needs of countries emerging from conflict. It will help prevent conflicts from restarting and encourage countries to make the transition from violent instability to peaceful, sustained development. The EU is committed to seeing the Commission established by the end of the year.

UNITED REPUBLIC OF TANZANIA
Hon. Dr. Abdulkader SHAREEF, Deputy Minister for Foreign Affairs and International Cooperation

The institutional and operational requirement to bridge the transitional gap from peacekeeping to development, in the form of a Peace Building Commission is one of the main decisions in the current UN reforms. Africa needs the Commission. It should be operational as soon as possible. The peaceful outcome in Burundi, Somalia and soon in Sierra Leone and Liberia need a peace building mechanism during the transition from peacekeeping through reconstruction to development. The peace processes of both Burundi and Somalia have had tortuous paths, but finally have peace agreements and transitional governments. The Peace Building Commission should focus its attention on both Burundi and Somalia among its priorities.

UNITED STATES OF AMERICA,
Her Excellency Ms. Condoleezza RICE, Secretary of State

The United States welcomes the commitment of all leaders to establish a new Peace-Building Commission. Now, we must embrace the difficult task of implementing this vision. A Peace-Building Commission should plan for post-conflict missions before crises erupt. And it must help to coordinate reconstruction efforts after the fighting stops. In a world threatened by civil strife, the United Nations needs to be better prepared to help countries rebuild in the aftermath of conflict.
